How can I make an e-mail bounce?

I have started to get too many e-mails with chinese characters that my
mail ISP does not or cannot trap.

I would like to bounce those e-mails, but I can't see how to set up a
bounce back to the sender - this bounces back to me, presumably because
I am the sender.

Has anyone got any suggestions?
