UTF-8 foreign chars in header fields

When a mail uses UTF-8 like this in one of the fields the characters are
displayed by Messenger Pro 5.13 simply as ???? ???.
From: =?UTF-8?Q?=D7=99=D7=A8=D7=95=D7=9F=20=D7=94=D7=95=D7=93?= <mail
address>
I presume the D7 defines the character set of a foreign alphabet (in this
case Hebrew) and the hex value following is the number of the character in
that set. So that say =D7=95 is the Hebrew letter 'vav'.
Is there any way I can get this to display under RISC OS? I do have a few
RISC OS Hebrew fonts installed.
Alternatively, as the 'mail address' I presume HAS to contain only western
chars, could not MPro use that part in the display rather than ???? ???.
