moving attachments out of e-mails

Can anyone explain to me how one removes attachments (especially large 
JPEGs) from e-mails? I'm looking for a 'batch' process, not action on 
individual e-mails. I don't want to delete the JPEGs, just remove them 
out of !NewsDir to some sort of alternative storage, so the !NewsDir 
file is not quite so huge.
