filters with =~ or !~ as comparison operators

The Stronghelp for the "Edit filter" dialogue talks about six of the 
comparison operators available:

     The next pop up menu allows you to set the kind of 
     comparison that will be performed, from equality, =, 
     inequality, <> and less-than or greater-than comparators,
     <, <=, =>, >.

The menu has two further operators not mentioned in the Stronghelp:

     =~
     !~

What do these mean, please?
