Garbled Subject lines!

Several times this week I have been down-loading my incoming e-mails 
when I noticed that their subject-lines were totally garbled, and 
started with the remark 'utf-8' !
The rest of the line was unreadable.
What is going on?  Do I need to re-set some parameter or other?
