Not an answer to this problem, and I agree that a definitive answer
would be welcome, but there's a possible work-round, if you know any
part of the entry you need to search for, which indeed I used a couple
of days ago to find and address.
1) Search !NewsDir for all occurrences of *addr* and open all the
resulting directories.
2) Open anything that has the name AddrBook, possibly followed by
digits, in StrongED.
3) Press F2 to open the list of found window, and search for whatever
you know about the entry using "all texts" as the search scope.

If you remember any part of what's in the filter, the same approach
should work.

Couldn't you do this with a Filer_OpenDir Obey file? Yes, just tried
it. For me, this file does that for the address books:
Filer_OpenDir SCSI::SSD.$.!Boot.Resources.!NewsDir.Messenger
Filer_OpenDir SCSI::SSD.$.!Boot.Resources.!NewsDir.UserHome.pnyoung
