In my opinion, though, it's only polite to put SOMETHING in "To". 
"Undisclosed-recipients" sounds a bit rude to me.
I always provide a dummy "To" line such as

    All members <members@...>

even though I know that address will bounce back to me (which is 
useful in itself, as it proves that all systsems worked).

Some spam filters (e.g. a Hermes option) will reject an incoming 
message with a blank "To".
