It happens when a paragraph of text is sent as one very long line, preceded
by a quote character.  When you see it in MP the long line gets wrapped to
fit your display window width looking eg like

   >dfdkfhdhfkdfk kjkjdh fkf
   lksdjf dlfk dlfkdf ldf ldf 
   lksdjf lkdf lkdfj ldkf ldk
   ksdf kd fkdjf kdf dkf kdf 

If the person who'd send the original before it became quoted had (or their
email/news client had) sent multiple shorter lines it would look better. 
Some people prefer the huge log line approach because it will reformat/flow
as they drag their display window narrower and wider.

I find if you put the caret in such a paragraph and Ctrl-W, MP will rewrap
it better.

That also fixes the 'issue' (if it is one) where I see incoming mails like
   
   >a line of text
   >and another one
   >and so on

which rewrapping turns into

   > a line of text
   > and another one
   > and so on
