Filter order

Two questions.

Is it intentional that when filters are edited they drop to the bottom of
the execution queue? I would have thought it better if they retained their
original position, if that's possible.

If the filter option 'Allow junk mail filtering to process matched messages'
is set, will that apply before a user (this) filter and does it apply to
bayesian junk mail filtering?
