what/who controls Newsdir and Msgserve?

Does anybody know what controls the behaviour of !Newsdir or
Msgserve?

The !boot and !run files within !Newsdir don't do anything except set
up paths and sprites.  There is no !runimage.

!Messenger.Servers.!Msgserve does have a !boot, !run and !runimage but 
nothing looks configurable.

Nothing in Boot Choices looks relevant.

Something somewhere must tell Msgserve to go about its daily
housekeeping at the stroke of midnight.  I'd like to specify a
different time.

Who is the maintainer of this app?
