And, for when it happens another time months hence when I have 
forgotten the cure, I keep an obeyfile called "!!open queue" (or 
"!!stopbeeping") inside my Internet directory where MPro lives.  It 
does just what Druck said:

     *filer_opendir <newsdir$dir>.msgserve.queue.mail
