a star for new message, but zero unread messages!

That can happen if you read a message in folder A and then move it to
folder B. If everything else that was in folder B had been previously
read, then you'll see it marked as you describe:
     * [0/nnn]

The star meaning "new message since last time you looked in this
folder" is in that sense logical.

But I for one find it annoying to have to open the folder (which can
be time-consuming for a large folder) just to get rid of the star.
Two suggestions I've been meaning to make for some time:

(1) a keystroke (and menu option) to clear the star
(2) something in Choices to allow moving a Read item without
generating a star.
