Well, knock me down with a feather! One of the stages suggested by 
Andrew was to clear out MsgServe.Backup. I did all of his other stages 
too, and on the next download there was no delay. So I put backup back 
where it belongs, and, behold, on the next download the delay was 
back.

Jim, I eat my words! But how come it's only started happening 
recently? It looks as if I'll have to give Backup a regular purge.
