The sort order of the file-open display can be changed by setting the type
of display from the rightmost (here in XP anyway) icon at the top, to
'Details' then clicking on the relevant column.

For navigating around one's own organisation of files I've found life much
easier since I realised that there's four or five key directories I use for
various things, and I made a set of shortcuts to each of them.  I put copies
of the shortcuts into each of the key directories, so from any one of them I
can go in one double-click to any of the others.  Nearly every application
which opens a file-open or file-save dialog will follow a shortcut that's
listed in its own viewer.  Only a few (usually very old apps which have
their own file-open dialogs rather than using the standard Windows ones)
won't follow a shortcut from here to elsewhere.

Of course you can also use the "up a level" icon and the drop-down menu in
each dialog to move around, and the special locations like 'Desktop' listed
in the lefthand icons. 

If a viewer opens up with a pre-selection of, say, 'all .jpg files" only,
you won't see whortcuts until you change the file-type choice to 'all
files'.
