Something has taken a UTF-8 encoded curly quote, specifically the
character U+2019 RIGHT SINGLE QUOTATION MARK and assumed that the byte
stream it is looking at is CP1252 and attempted to convert it to UTF-8
leaving you with a double encoding.
So it started with the byte stream 0xe2 0x80 0x99 which is the UTF-8
encoding of U+2019 but treated it as if it was CP1252 where 0xe2 is â,
0x80 is € and 0x99 is ™ and translated each of those to UTF-8.
Any time you see a strange sequence like that with â as the first
character you can be pretty sure that something is wrongly interpreting
a UTF-8 stream as a single byte encoding and adding an extra encoding...
