Ignore the bit about double encoding, that's really an artefact of me
reading your email in a UTF-8 environment.
Your email was claiming that the content was CP1252 when that bit of it
was really UTF-8 and my mail reader was doing the upconversion.
The basic principle is correct though, that UTF-8 data is being
interpreted as CP1252.
