MIME filename with HTML entity

RISC OS MessengerPro 7.08

I received an email with an attached PDF file. The preamble to the 
MIME encoded attachment looks like this:

Content-Type: application/pdf;
     name="Flyer EV June 2016 Beethoven's Missa Solemnis.pdf"
Content-Disposition: attachment;
     filename="Flyer EV June 2016 Beethoven's Missa 
     Solemnis.pdf"

Decimal 39 is just ASCII apostrophe, but in the attachments pane, the 
filename is mangled to

     "Flyer_EV_June_2016_Beethoven+?39

and dragging the file icon from the attachments pane to a directory 
prduces Message from Messenger:

     'RAM::RamDisc0.$."Flyer_EV_June_2016_Beethoven+?39'
     not recognised

Yet double-clicking on the file icon in the email's attachments pane 
loads it into !PDF okay.

Is this evidence of MPro's handling of HTML entities needs attention?
