I do that to send Christmas greetings to friends.
I create a Christmas card as HTML incorporating a link to a suitable
picture on my website and a few words. I do that using WebWonder or just
hand-editing the previous year's HTML. The card in turn includes a link to
my newsletter, also on the website.
Then I create an email message with a normal header, no text content and
the HTML Christmas card as an attachment: last year's was called
2018card/html.
It seems to work.
I have mixed feelings about otherwise being restricted to plain text.
There are times when an odd bit of enhancement would be useful, such as
highlighting a bit of text in bold or colour. On the other hand plain text
is perfectly adequate for most emails, and most peoples' default of HTML
seems unnecessary complication.
