UTF-8 in attached HTML

Sometimes, on clicking an MPro email HTML attachment, UTF-8 encoded 
characters therein are not correctly displayed by the default browser. If 
it matters to me, I Adjust Close the page (giving the location of the HTML 
file) and add in

     <meta charset="UTF-8">

from a text file I keep handily nearby, before displaying it.

Is there a way to get MPro to insert that meta tag automatically before 
passing the file to NetSurf in such cases?
